Ms. Roshni Thomson

First Secretary, Indian High Commission in Colombo, Sri Lanka and Acting Director of the Swami Vivekananda Cultural Centre

Roshni Thomson is an Indian diplomat of the 2015 batch of the Indian Foreign Service. She holds a Bachelor of Technology degree in Civil Engineering from Mahatma Gandhi University, Kerala, and an Advanced Diploma in French Language Studies from the Institute Catholique de Paris and Sorbonne University, Paris. She is fluent in Malayalam, English, Hindi, and French, while she also speaks some Tamil. Roshni began her diplomatic career as Assistant Secretary in the Administration Division of the Ministry of External Affairs in New Delhi from December 2015 to August 2016. She was then posted as Third Secretary (Press, Information & Culture) at the Embassy of India in Paris from September 2016 to September 2017. During this period, she was also deputed to the Permanent Delegation of India to UNESCO in Paris to support the campaign for India’s candidature for the Executive Board elections between October and December 2017.

From December 2017 to June 2021, she served as Second Secretary at the Embassy of India in Berne, Switzerland, where she handled political, commercial, press, and information work, while also serving as Head of Chancery. Returning to New Delhi, she was appointed Under Secretary in the Europe West Division of the Ministry of External Affairs from July 2021 to July 2022, where she managed India’s relations with the European Union, Belgium, and Luxembourg. She served as Under Secretary/Deputy Secretary (Bhutan) from April 2023 to Jan 2025, where her portfolio focused on overseeing India’s developmental assistance to Bhutan, including cooperation in hydroelectric projects.
